Their exact roles and relationships within the complete narrative should not be overstated beyond what Rockstar has revealed.
Vice City itself is an important part of the story's identity. Rockstar describes it as the "darkest side of the sunniest place in America," presenting a contrast between the city's bright public image and the criminal world occupied by Jason and Lucia. GTA VI is currently confirmed as a single-player experience, so the game's primary narrative is built around Jason and Lucia rather than a player-created online character. Rockstar has not officially announced a separate GTA VI multiplayer or GTA Online mode.
